I was creating a survey and if I choose as:
Frequency: One Time
Frequency Type: After X logins
Frenquency Value: 2
Does it mean that after 2 days from the first login, the survey is shown to the visitor?

No it doesn't.
It means that survey is shown after 2 logins. You set "After X logins" and not "After X days".
