HSNM can block mobile wifi sharing? like in the Latest mobile model . EX. Samsung Note 9 Have a built in apps that he can share the internet through wifi

sorry but HSNM has nothing to do with WiFi Sharing service that are available in the mobile phones. So no, HSNM can't block it.
