"Dynamic Modulation Data Rate based on Developed Traffic" Setting Issue

This scenario is in our Live Network.
We have configured the “Dynamic Modulation Data Rate based on Developed Traffic” of the Policy Section in this way: File:
And the product policy is configure is this :
And the product has a Time limit of 2880 minutes:
Our target was to make the throughput to 256Kbps after 4096MB of usage on every package purchase. But what we have found, HSNM system is counting the data volume in a cumulative way. E.G. if a customer recharges 5 times and on the 5th time if the volume reaches 4096MB, the customer is getting the downgraded speed of 256Kbps. But on his next recharge, he is experiencing the same downgraded throughput of 256Kbps.
What we want is customer gets the full throughput of 2Mbps and in every package life span after 4096MB of usages customer gets 256Kbps speed.
How to solve this issue.
