Advertising Campaigns Geolocation

The advertising campaigns geolocation are based on the Gateway geolocation or on the customer device geolocation?
We have only one Gateway with several AP's and we would like to know if we can show different campaigns into each one (or we need several gateways instead of the AP's?)
