issues of time packages

good afternoon,
time packages issued are sometimes less than it is suppose to be. for instance a 10 hour package ends up to be 4 hours. it is been like 3 weeks now. Please help.

Thank you. The version is Current Version: 8.0.267
I have tried to delete the packages and recreate new packages to make sure the issue is not from my PRODUCT or PRODUCT POLICY SETTINGS. The issue is more common with big PACKAGES. For instance a user with the user name CYRUS purchase an 8hours/3.5Gig package, after using a little over 3 hrs or 2.7 Gig, he cannot re login. the system says credit or product expired.
