I added the modem attached to the HS box and could see the modem connected. Trying to use the otp option for authenticating users.
but my test sms is not working, after checking logs i could see an sms sent to my phone but i dont receive any text on my phone.
I tried sending an sms by user before accessing internet that option rather worked but my test sms doesnt work.
I loaded credit on the sim also What could be the problem to that?

Did you attach one of the supported HSNM? Did you try to send an SMS through the utlity inside the HSNM "Utility functions" section? If yes, did you receive it? This is the first thing to do in order to understand if the modem settings and the SIM card are OK.
After that you can try to configure your domain with OTP or with SMS notification in order to send SMS.
If in the first step (Utility function) the SMS is sent, but you cannot send with OTP or SMS notification the reasons could be:
1) The manager doesn't have an SMS credit. So please add some funds to the manager SMS credit
2) The user has reached the maximun number of SMS sent (check the "Maximum number of SMS" field under domain)
3) You have enable, on the domain, a filter based on country code (check the "Options for the country Calling codes" section on the domain)
Hello I tried sending a sms through the utility inside HSNM but did not received any message on my phone
my log gave me the following
2018-11-29 08:28:03 - host - Information! Send (1) SMS to (Modem 1): 00233244xxx
2018-11-29 07:09:06 - host - Information! File locked (Attempt 1): /dev/myGSM

The modem type I am using is Onda MDC655 that is the modem added to the HSNM box
I tried doing a test where user log into the portal by sending sms with the DOMAIN NAME to the number on the modem and that worked.
But cant send sms test.

Did the modem work before? If yes, did you do something before to have the problem?
As wrote previously, first of all you have to try to send a test SMS through the "Utility Functions": if it doesn't work means that there is something wrong on the configuration (USB modem not recognized, SMS center number not set correctly, problem on SIM, ecc.)
I am pretty sure that there isn't any BUGs on the system but surely something on your settings

This is the first time of using the modem and from the system the modem has been detected on port showing the signal level
test utility was done for sending sms, my log also shows two messages which i put in earlier post
I will like assistance from support.

Did you do what I suggest on the earlier post (connect and reconnect the USB modem and change the USB port where you connect the modem)
Another thing that you can do is to reboot your HSNM
