Sincerely I have not many knowledge about new Hotspot 2.0 protocol.
What I know is that the HotSpot 2.0 is a new WiFi protocol (called probably 802.11u and not supported by all the APs) and it should be used to allow users roaming between WiFi networks without any redirection to a captive portal. It should be understood also as "Captive Portal roaming": ie the user that change WiFi network doesn't need to register or enter the credentials again but it can surf without doing anything.
If this is Hotspot 2.0, at the moment HSNM doesn't support it.
So, about your second question, using an external radius (federation-in and federation-out) on HSNM, you don't have an Hotspot 2.0.
