Urgent cannot access admin interface after upgrading to 6.1.47 HSNM administration backend general discussion

I restore the entire vm from a backup.
Then added on backend security 0.0.0.0/0 on whitelist ip and then update again.
I had access to admin panel but then i removed 0.0.0.0/0 and locked out again.
Restored again vm and stayed to 6.0.171.

Is this a bug?
i never had anything on whitelist and never had such problem
