System not active at this time HSNM administration backend general discussion

Hi!
I've just upgraded to version 7.0.189 . When I try to connect to a gateway I get this message (in Spanish) with a black background page in the captive portal: "Perdón, el sistema no está activo a esta hora".
I tried to reboot the system, but I still have the same problem.
How can I solve this?

Solved by manual db update.
