We found the problem.
Developers are working on a fix.
In the meantime, you can print the card by listening all users at the domain level not at the system.

User admin can list user on domain level and print card, but Voucher Admin User for Adding/Editing Users (Not Full Admin) has the same problem on domain level listing!

Please check that user permissions.

You've to enable this, then log-out user and log-in again.
