Below the replies to your questions:
1) How do I get the customers back to their connection status page to logout?
If the user has closed the Welcome Portal, there isn't any way to come back to it. If you are using a Mikrotik gateway, and the user has left the Welcome Portal, the user can log out by typing one of the following multilingual URLs:

The gateway configuration must be updated with the script generated by version 6.0.155 or later.
2) How can I prevent users from sharing their connections? I know I can limit the number of logins per account (i.e. connected devices) how do i limit it to just the devices that registered it.
Yes you can use the "Maximum number of devices" field on the policy and in addition to it you can use the "Disable multiple registration checkbox" under domain settings in order to allow only one registration from a device

3) We have a least time from DHCP of 30 minutes, what should my idle time be ? Right now there is none, but what happens if a user disconnects for more than 30 minutes and then they can't reconnect cause they got a different IP?
You can set what you want, but I suggest you to set the idle-timeout lower than the lease time
