Randomly, with no more than 10 simultaneous wifi users, when they try to connect to the Welcome Portal theyt get this message:

Unfortunately it has been reached the maximum number of users supported now. Please try later. Thanks.

So the login form is not available.
We have reviewed all the configuration but did not find anything strange...

What could be the problem?

Dear Jose,
Please check at Reseller, Manager and Gateway level the option: Maximum Number of Users per Gateway and Maximum Number of Users.
